JOB DESCRIPTION

JOB TITLE: HUMAN RESOURCES MANAGER
POSITION SUMMARY
Directs the development, implementation, maintenance and coordination of the programs, plans, policies, procedures and practices covering Human Resources. Responsible for all aspects of the Human Resources function including compliance, payroll, recruiting, safety, training, policies and procedures, benefits and general department administration.
ESSENTIAL DUTIES & RESPONSIBILITIES include the following. Other duties may be assigned.
1. Define and develop policies and procedures to address the needs of the Company, as described by other managers or as otherwise identified. Draft and implement those policies, as needed, after approval by management and legal counsel.
2. Review and update current policies to assure they are reflective of the needs and goals of the company as well as being in compliance with current law. Monitors changes in law and requirements and advises management of new developments. Ensures legal compliance with various governmental laws and regulations covering the area of labor relations, OSHA, EEOC, safety, wage and hour and workers compensation .
3. Assist in planning and development of labor force to effectively meet company objectives. Recruit and staff company to manning levels as directed by management. Identify and coordinate training and education opportunities as requested by management, managers and supervisors.
4. Investigate, file appropriate reports and follow through with employee injuries and Workmen’s Compensation Claims. Provide necessary documentation to Unemployment carrier, as required. Provide documentation and testimony, as required, to defend Company in all Human Resource litigation.
5. Works with supervisors and managers on employee counseling, educational needs and programs as well as formulating and presenting disciplinary actions. Provides supervisors and managers with employee performance evaluation forms upon request or on pre-determined schedule.
6. Develop, implement and manage company benefit programs in consultation with senior management to provide company with appropriate cost-effective insurance coverage and competitive benefit options to assist with hiring and retention of qualified employees.
7. Advise upper management regarding design of wage and salary programs to provide competitive, cost-effective compensation plans. Participates in local wage surveys and analyzes survey data to support changes in policy practice and rates of pay for all personnel levels. Administers payroll system including wage and benefits changes, payroll distribution, attendance and vacation records, benefits eligibility and enrollment.
Knowledge & Skill Requirements
or more years of progressive responsibilities in HR management. Must have strong HR generalist skills.
Bachelors degree (with commensurate experience) in Business Administration or Human Resources. SHRM certification a plus.
Strong people skills and ability to work effectively at all levels of the organization.
Demonstrated ability to react quickly to changing needs and requirements Diligent and firm with high ethical standards
Ability to think strategically and manage the detailed day-to-day work of the human resources department.
Thorough knowledge of employment legislation and regulations
